Regarding coming layoffs:
1. We have to get realistic regarding SFPD budget.
At some point we have to start cutting down to the bone.
2. 90% of the SFPD is people.
3. We are working with the Mayor and eventually
the Board (of Supervisors). Our goal is not to layoff
anyone but within a 500 million dollar city deficit,
we cant make cuts without touching people.
4. We will have a 6 million dollar reduction by
mid-year in the SPFD budget.
Regarding 2010 goals: (These are stretch
goals, said the Mayor)
1. Training - in-service:
We will teach communication skills re: people
in crises, 20 hr. class will reduce citizen complaints
is our goal/yardstick
2. Crime Lab:
Goal: reduce DNA backlog (what to what?)
3. Crime Reporting:
We will set up one step reporting with immediate retrievability
of crime reports by end of year
4. Non profit foundation:
We will set up 501c3 Foundation to add to SFPD
budget ($1 mill yr in Mesa, $10 mill in NYC)
5. Community Policing
a. City wide Community Forums - first one held; these
are strategic, to be monthly or quarterly
b. Local District Com Advisory Bds. - most set up. These
are tactical; composed of leaders who have acted and
will not just complain. Will be in each district.
c. Community Relations Office - has been set up and
are monitoring community policing efforts.
6. Audit Unit:
We have set this up (will set up?) to police procedures
and pursue special avenues of concern
(no definition given; what is this for?)
7. Community policing:
We will expand Capt. Lazars pilot project
in the Ingleside District, city-wide by end of year.
Its an evolving process. We are teaching people
how to do it.
(Note: Patrol Specials do not have to be taught how
to do community policing; this is the very nature of
their policing model).
8. Crime reduction:
Goal - For Type 1 crime, reduce it by 20% end
of year.
